Likely causes

Wet bulb temperature exceeds design value (27°C WB) — actual field wet bulb above design

Check: Measure actual peak wet-bulb on-site (3-day average Jul–Aug peak), compare to design basis

What to do: Force VFD fan to max frequency (60–70 Hz) → pre-cool tank to 24–26°C overnight before peak

Tower facing west — direct solar radiation exposure

Check: Check tower orientation and shade; compare tower surface temperature vs shaded zone at 14:00–16:00

What to do: Install shade screen or relocate to east/north orientation (block west/south radiation)

Field tip

Checking fan VFD max frequency and completing fill cleaning 2 weeks before summer peak is the golden window.
