Likely causes
Motor winding open or inter-turn short

What to do: Measure winding resistance (check for open/short) → Measure insulation resistance terminal-to-body (≥1MΩ) → Select replacement matching refrigerant, capacity, electrical spec → Recover refrigerant, then replace compressor → Verify oil spec and top up if needed → Evacuate and recharge refrigerant
Internal mechanical wear or seizure

Capacitor and voltage are both normal but the compressor won't start. Internal failure (motor winding or mechanical). Replacement required. Never open the refrigeration cycle without recovering refrigerant. High-pressure release causes serious injury.
